Default JDM D16 ecu--OBD1-- probs

I have the d16 vtec in my 91 DX. or sohc zc whatever you wanna call it. Right now the ecu is a socketed P28. car is wired obd1 the right way. The CEL is on and when i jump the ecu the cel still wont flash me the codes. Im assuming this means its a problem with the chip or somthing. the car runs like crap absolutly no torque, vtec barely pulls changed the plugs, wires, put on header, full exhaust, intake, the works. Should i re chip my car or buy a whole new ecu? If so, what would be the best ecu setup to get ex. virgin, zifed, ect. Thanks

if it doesn't flash then your chip is bad. Get a new chip. If that doesn't work then check your r51 and r50 and c49 make sure they are all there. Oh yeah and the hc373. That can go bad if whoever chipped it overheated it while soldering it in.

im just learning about ecus now haha..what would be the best chip for me to get? and how can i check to see if my ecu is zif socketed?
