for the sake of argument between me and the homie will a 98 and up lip kits fit on the 94 and up models? are the bumpers different? shops say they are the same but my homeboy says that they are different and wont fit.

The bumpers are a different as stated above. A while back there was a post about a guy that modified an OEM lip to fit his 97 bumper. Might wanna check the archives for that one.

As for doing the 98+ itr front lip onto a 94-97 front end, there's a few threads about it and some pics, but I cant seem to find that right now. I just know it takes some cutting, and custom fab work to make it fit and line up. But as mentioned already, the OEM Optional kit will only fit on the 98-01 integra front/side/rear, BUT the side skirts will work perfectly on a 94-97 integra with no modification. Here's a pic of my 94 gsr with the comptech itr lip, oem optional sides.



and if i could only find a white 98+ rear end, then i'd also get the oem optional valences
