if your talking about the Fast Idle Thermo Valve? yes you can pull it out and wind it back down, we had that problem on a customer car that was idling high. check that if your stumped

Does that just make it idle high or pulsate?

the FITV will make your idle "pulsate" (idle jumps from like 1000-1500 rpms) a way to check to see if this is your problem is to stick your finger over the little hole on the inside of the throttle body, if the pulsating/throbbing stops then its your FITV. What you do is take it off and just tighten/wind back the plastic "screw" and it will all go away, they just loosen up after a while I guess.

that's one of the pictured threads showing how to fix it, there's a way better one floating around but I couldn't come up with it.

Putting a little locktite on the threads in there should help prevent it from backing out again.

I would do what he said. This technique worked for me. Is it only fluctuating when cold?

still could be the FITV even if it does it warm. If it is not functioning properly, it will allow too much air to pass through. The ECU will try to compensate for the high idle, and the idle will fluctuate. In my case the FITV was working but the gap between the white piston and whatever it seals against was too large when cold. When warm, it would seal properly and my idle would be fine. If your FITV doesn't seal when cold or warm, it could still be causing this problem.
