i would get a light tester to test the connection just to see if it has power. but if u checked the fuses already prehaps its the relay thats gone bad.. maybe u washed your car and get it wet.

Check grounds and headlight relay.
The headlight relay should be in the engine bay fuse box. To check it....get a Voltometer or tester and see if there's a urrent running through each connection.

Did you hook the halo wire to the low beams? Is that why the low beams dont come on?
How did you wire it up, because I'm confused as to how you cant get it to work like normal headlights.
Keep in mind that the stock set up is for H4 bulbs, which are both high AND low beam in the same bulb, so if you didnt use a special wiring harness then you cant have both high and low beams on at the same time.
I think you are saying that the low beams dont come on at all? Have you tried flicking your headlight stick (as to turn the high beams on or off)? Maybe it's in the high beam position, which is why no power is going to the low beams...
I really have no work with headlights such as these, or the wiring of them, so I'm just guessing as to what the problem could be. Of course it could always be wiring, bad ground, fuses, relays, etc..
