engine oil all over my spark plug
as the title said, what is happening and what do i need to do?

You need to replace the spark plug tube gaskets and o-rings. Most of the time, you get them in a kit with a new valve cover gasket. Dealership, autozone, ebay all should (do) have them for your year.
You can either blow the oil out of the hole, suck it out, or remove the plugs, and the oil will just go down into the cylinder (where it will burn the next time you run the engine). This is a temporary solution, until you have the time to fix the leak. To fix the leak you can try just changing the valve cover gasket and sparkplug tube seals first. I doubt this will solve the problem though. You will probably have to change the o-rings too. The o-rings are under the rockerarm assembly, and will require more work. I am sure that if the oil was high enough on the plugs to make it run bad it will run much better. You could just get the oil that's in there now out, it would probably run better now. Your plug wires may need changing also, if they are really soaked with oil bad. Get the Honda wires, if you do get some, I tried the Autozone wires before and they did not fit on the valve cover right. Come on back if you have anymore questions.
BTW the little link I gave you leaves out one thing. You need to back off all the valves before removing the rockerarm assembly and reset the valves after the installation.

Your idle doesn't exactly affect how your car starts. Is you idle rough or something? Does it jump up and down? Does it only do it when the motor is still cold or does it do it even after running for a while?

Let me explain, my father was injured in an industrial accident, and lost almost all of his vision. he had to learn how to work on his car using his other senses (i.e. taste, smell, feel) So when i was a boy, he taught me how to work under the hood of a car by heavily depending on taste.

i believe is the leak from the o-ring. What happen is my car can not even started. I can hear sounds, but seems no sparks for the engine. I have to call someone to tow it home.

I agree. Clean one of the plug wires the best you can and hold it to a ground bolt and have someone turn the car over (it does crank/turn over correct?). See if you see a spark between the plug wire and the bolt. If you don't see a spark I would start looking at your cap, wires, rotor, coil or ignitor.
