Strange temperature gauge

I don't know why my temp gauge is acting like this:
I have a 90 Integra with a 92 B16A converted to OBD1. If the car is sitting stationary, it will warm up normally. If I am driving and the radiator gets airflow, the car takes forever to show that it is warm on the temp gauge, even though I know the engine is warmed up.
When the car shows that it is at normal operatiing temperatute (needle is just shy of being right in the middle of the gauge) and I go fast, the temperature drops rapidly. It's like the airflow to my radiatior makes my gauge show an artificially low temperature, when the car is actually at normal temps.
Do you guys think this could be due to a faultly coolant temp sensor?
