the 3 is obd1, the 2 is both obd2a and obd2b (depending on whether it came out of a del sol vtec or a em1)
Transmissions are the same

 

is there any ratio differance

 

ff-squad claims the 99-00's em1 5th ratio is different:
.848 (everything else) vs .875 (em1)
Along with the final drive:
4.400 vs 4.266 (respectively)
