Default noob ? searched

I know I knew once... but i can't remember.. tire/rim size question.

my tires are 205/40/17. correct me if i'm wrong, koz i honestly don't know for sure. first number is circumference of tire? middle number is offset? and last number is rim size, i know that. thanks for tolerating my stupid question.

The Tire Rack has a lot of good information if you're interested in learning all about tires. Their information is available on the "tech center" web page at http://www.tirerack.com/about/techcenter.jsp

Best recommendation would be
205-40-17 OD (OUTER TIRE DIAMETER & OVERALL DIAMETER) I would imagine this is a Civic or Integra. This would be closest size near to stock.

That's correct. 205/40-17 is the best size for your '95 Integra. If you put on a tire that's too large (like 215/50-17) it will probably rub on your fender liners, and it will throw off your speedometer and odometer.

If you're looking for advice regarding choosing a tire in this size, read this post. You might choose a different "category" of tire (such as category 6 for a less expensive tire, or category 7 if you're going to be driving on snow) but the outline of the different kind of tires is still applicable.
