failing VA emissions inspection..

Default failing VA emissions inspection..

I failed for too much hydrocarbons at 25 mph but not at 15mph... My car was warmed up well before the test.. I even tried that emissions test passer fluid but i still failed! what can i do to fix this? this is my setup
d16y8 sohc vtec
akimoto intake
dc sport header
5zigen catback..

u check u'r timing?....my old car alwayz failed the emissins, because my old mechanic f'd up the timing gears.....but now it passes...

I should advance timing if rich correct?
so far i think i will

adjust timing
get new spark plugs
make sure the car is warmed up like crazy
anything else?

A/F controller like the Fields of VAFC will let you lean out the fuel at low rpms and that will help you pass....... That's what I did.
