Car won't start....HELP!!!

OK guys. here's my problem with the car.
I have a 95 GSR and went through a major engine overhaul.
During this time, I also lost my car alarm remote (Viper 791xv).
My car wouldn't start because the remote wasn't programed but today I finally
got the remote programmed. I tried to start the car but it wouldn't crank at all.
Also, I just had the battery checked at the shop and had it full charged....
Now the engine cranks but it won't start all the way. Then it starts clicking.
I found out that it's this thing that's right beside the fuse box under the dash.
I have no idea what that is? Is it connected to my alarm? Is that the reason?
If anyone has any idea, please let me know what it is. If you need any more
details, please let me know. Thanks guys in advance

Not the kill switch cause the engine is cranking. Just not all the way......
I called Best BUy and spoke to the guy who installed it and he said it's not the Alarm cut off cause the engine is turning just not starting...what can it be???
btw, this car hasn't been running for like 5 - 6 months also, I installed a new IM, u think that's the reason?? incase I didn't hook up the IM correctly

BTW, the dizzy is also brand new and so is the alternator......
I am thinking that maybe I did not hook up the IM correctly??
It's a Victor X IM and if anyone has one in their Teg, please let me know
so I can make sure that I have that hooked correctly.......
Also, if I take the ECU out and crank it, the chatter sound is gone from the relay.
If I take out my OEM gauges off completely, there's no chattering noise from
the relay either....Some say it's the main relay and some say it's not because
bad relays don't chatter?? Somone please tell me something??

I'd check the fuzes under the hood. Could be the ECU fuze, might have gotten blown if you've made a bunch of wiring changes. It's a long shot but I've seen it happen and cause lots of head aches

Plus, I don't know if this can be an issue but, We put 5qt oil in the engine. Too much for an Integra??? Can that cause problems???

that relay is for starter kill
cut the small orange 18ga wire going to the relay and the car will start now.
drive it to a shop that works on viper alarms and explain what you did,
and for a fee i'm sure they would be willing to reprogram your remote properly,
and fix the wire you cut.

As for now, the engine isn't running perfect because we still have to connect the new IM which I'm having a lil issue on (Victor X) but hopefullyt it will be running well very soon!!!
