Heater whistling??

Every time i turn the heater on high it starts to whistle, but when i start it and let it sit its fine until i start to drive, what could be the problem?? Still blows out heat fine

i dunno what causes that noise, my truck does it and my neighbors cars do it, and now my civic is starting it as well. Its really annoying.
