are obd1 cars faster than obd2 ?

i'll leave it kendall to expound upon his statement, but i will say that perhaps this rumor started because OBD-I cars put out a couple more ponies sometimes and later cars are heavier, hence possibly having a slightly faster car with the earlier, lighter, OBD-I cars.
i've heard rumors that the 94 and 95 GSR are faster because as years pass.. they make obd2 cars slower for emission purposes.. like too much air pollution. therefore its restricted.. anyone heard bout this?

they have the same output...the newer ones are just heavier. the thing with the older hondas is they are easier to mod( less cel's to worry about)
