Default crusty dc taillights- how should i clean?

my 94 teg came w/ a pair of 98+ tails, unfortunately they are covered w/ a thin layer of dirt? rust? only way i've been able to remove the 1/4 " of crud is by scraping it w/ my thumbnail, then it rubs off, but this is very time-consuming, took me an hour jus to get one tail halfway decrusted. the stuff that scrpaes off is reddish, WTF is this stuff? the previous owner of the car NEVER washed it . how could i clean it ? would emery gloss do the trick?? HELP

soap and water, a brush, some 2000 grit sand paper may be needed, and plastic polish or something like that.
