That doesn't answer my question.
When you turn the key to the second setting, can you hear the fuel pump?
Car can crank and still not be fully grounded.

yes we can heard the fuel pump working, and we check spark plugs there are a bit of fuel.
i swap it with another jdm h22a distributor but it still does not work....
i think my 95 exr accord has internal coil right?

I don't know. I don't even know what an exr is either.
When I did my swap, I remember that we could crank the engine, but it wouldn't start...and the problem was that the back part of the engine wasnt groudned. I think there are 3 or 4 ground points. You got them covered?

Are you using an internal or external coil? get a MAC ground/posative tester, they look like normal light testers but will tell you both ground and pos. Use that to see if your getting anything at all threw the dizzy, if you have an external coil check to make sure both wires are pos to the coil.

f22b1 (vtec ) comes with internal coil.
i will double check again on the ground.
so technically if i am runnign internal coil now i do not have to hardwire anything to make the jdm h22a distributor run(also internal coil).... ???

update on the problem...
checked the ground, one ground from main harness on the themostat housing was too short and hide under the Intake manifold, extended and grounded on chasis.
distributor had bad coil so open my the other jdm h22a dizzy and switch coils and now it has sparks and yes f22b1 (vtec) uses internal coil and no extra wiring need when using jdm h22a distributor.
No problem from main relay, check spark plugs there are fuel, good compression all around.
Timming is correct, compression is good. got sparks, got fuel, supposingly the engine should be running right?
This car just wont start
I am going get brand new distributor today to try it out. Cuz the spark out of the brand new ngk wires seems a bit weak. and getting soem new spark plugs cuz i am using the accord one.
If anybody experience the same problem feel free to give some input....
thanx.

i ran into this problem three times. Once with my old f22 in which the ignition coil fell off. The second the same thing happened with my h22. The third time my distributor was going bad and overheated in which melted my rotor off. got a the distributor rebuilt because i didn' know at the time that the jdm distributor was the same as the civic si vtec and the usdm doen't work on a jdm without internal wiring work. and so it was just rebuilt and no problems since.

i tried several different dizzy and still no luck. one thing we suspect is that the firing order is somehow wrong. and i found few pix on the web with the jdm h22a dizzy has different firing order then the usdm h22a dizzy.
i am going to try it real soon and i will let u guys know.

update, yes the car runs. it was firing order...
My car is a 95 accord f22b1.
engine is 1999 jdm h23a vtec
tranny is 1999 jdm sirt tranny
I used accord harness, obd1 injectors, and jdm h22a internal coil distributor.
for ppl who encouter the same problem.
here is the sequence on what u suppose to check.
1. ground
- one from main harness, ground it on firewall, one on the driverside engine mount. the other on the starter harness.
2. check dizzy
spark or not?
3. check spark plugs wire order.
4. check fuel by pull off spark plugs.
make sure the battery is fully charge or having a friend's car jump start the motor. give a bit more juice when cranking.
and, helms is ur best friend, but dont read the one that is not for ur car...i used to read b18c firing order which is completely wrong...
thanks everyone.
