Question on Honda Tall Block.....Help needed!!!

I just received my Dart Tall Honda Block (83.31mm). I just want to find out whether should I be receiving the unfinished 83.31mm bore or the 84.5mm bore which was advertised on most website? Am I required to bore the sleeve if I want to attain the advertised 84.5mm bore?
Also, I have noticed that the sleeve seems to be slightly protruding out, meaning the top surface of the block is not flat. The sleeve does not flush flat with the surface of the deck. Is this normal? Is it designed in this way? In order to use the block, am I required to mill down the sleeve so that it flushes with the deck, or, is it specifically designed in this way, requiring me to use a special head gasket (step-up) kind? Or perharps is there a special procedure which I need to adhere to so that the sleee may be pushed down to flush with the deck?
Would the Dart manual come with the block or do I need to contact Dart to get the manual in actual fact?
Hope for some enlightenment as I can currently half way into my engine building project but this question seems to hinder my progress.

As a fellow DART talldeck owner, I would advise you to send your bare block to a compotent engine builder - like DonF and Jim Justice, then have the prep the block.
They definitely require lots of prep before they are ready to build.....

Hi..thks for the expertise...but wat you mean by prep works??..tot the block it self..besides the bore..is ready to be used???
