The amount of room on the H23 head for large valvesprings is limited. Also you might need custom retainers since the H22's will not work with the H23 valves. The valve stems have different diameters so you cannot intercahange the valve locks and retainers. You can get aftermarket springs and retainers for the H23 pretty cheap. I got mine brand new for $285 shipped. Unless you are desparate I would just buy something designed for the H23. If you do try the H22 stuff you should share your results.

If you spent that much money to get it sleeved stroked yadda yadda then y not just spend the extra money get the correct springs and retainers. Why would you take the chance of dropping a vavle on start up which will do serious damage to the engine even at idle. By getting stucking the piston and/or head. Do it right once and have it last.

I'm super late here, but it's because nobody sells the valve springs for performance that fit the h23a.
