On Board Diagnostics.....it has to do with emissions mostly. You have a OBD2 which also means 2 oxygen sensors.

OBD stands for on board diagnostics, like others have stated. the type of OBD system determines how many sensors the engine has, the type of plugs on the sensors and ECU, and in cases of modding Hondas/Acuras it can heavily inbfluence what mods you should do or what year engine swap you need to purchase.
I'll break it down for you in terms of usefulness as it pertains to Hondas/Acuras:
1988-1991 - pre-OBD
These use one oxygen sensor with only one wire in most cases (except for some JDM engines that use two 1-wire o2 sensors), they use unique distributor plugs, unique injector plugs, and they are generally easy to mod because it takes lot to throw a check engine light in them.
1992-1995 - OBD1
This is the most popular-to-mod OBD generation. These still only employ one oxygen sensor (4-wire usually) and different ECU, distributor, and injector plugs from pre-OBD cars. From 1992-1995 a particular OBD1 ECU, the P28, was made and it is THE basis for the most popular reprogrammable chips such as Hondata, Uberdata, and Crome - this makes OBD1 THE OBD generation to have. Also OBD1 cars are much less likely to throw check engine lights than any OBD2 cars.
1996-1998 - OBD2A (this is what your 1996 Civic has)
and
1999-2000 (probably even after 00) - OBD2B
The following applies to both OBD2 A and B, but they do have different ECU plugs so you cannot interchange the ECUs without adapter harnesses
OBD2 uses extra sensors that OBD1 and pre-OBd do not. They have an extra oxygen sensor, a seperate crank fluctuation sensor at the oil pump housing, they have extra check engine codes that OBD1 and pre-OBD DO NOT throw such as misfire codes, catalyst efficiency codes, VTEC system problem codes, system too lean/rich codes, they have a pain in the ******* EVAP system which throws codes for something as simple as leaving the gas cap loose, etc. etc.
Because OBD2 cars are proned to throwing so many extra bullshit check engine codes, and because nobody offers reprogrammable 96-00 OBD2 ECUs these generation of OBD are not as popular with the tuner crowd.
The latest OBD stuff like from RSXs and whatnot are being worked with from tuners such as Hondata to offer reprogrammable units based on the stock ECU, but it's very expensive, unlike the OBD1 stuff. Since this is the 1992-00 Civic forum I'm not going into detail about the 01-up OBD2 stuff since it will rarely matter to 1992-00 Civic people.
I hope I'm not confusing anyone.
Lastly it is possible to convert a car or engine to another OBD type, but depending on what year the engine and car are it can be as easy as using a jumper harness at the ECU, or could possibly involve swapping a lot of parts and chaning/rewiring some things.
When doing an engine swap it's easiest to try and stick to the same OBD type due to sensor/component differences, but mostly because of wiring and ECU differences. Again engines can be converted to fit the car's OBD type, as well as a car can be converted to match the engine's OBD type, but in some cases it's difficult, while others it's simple. Specifics really matter here, so it's hard to generalize.
