Default Timing Belt Problem

I'm having a problem with the idle on my 92 honda accord F22. When you're driving down the road you can really tell all too much but it still stumbles a little bit. When you check the spark plugs cylinder 1 and 4 are building up carbon on the spark plugs. I just recently taken it somewhere to get the timing belt replaced and I've even questioned them as to whether or not the timing was actually right or not and they say they even double checked because they didn;t think it was right either. All four cylinders a sparking properly and also have proper compression. I did notice just yesterday after pulling the top timing belt cover off that the timing belt does not have tension on it at all times. At one position of the crankshaft it is tight on the left side and loose on the right, another its the opposite. Every so often it gets to be both sides tight. Could this be a problem with the tensioner itself or is it just a possibility the belt is off by a couple teeth. If anyone has some input please let me know. Any help at all would be great right now as I have ran out of ideas.

The major problem is the vibrations while it is at idle.

Make sure you check the balancer belt timing. That would create shaking. Camshaft timing would just make it run like crap. Your post sorta sounds like all the double-checking was done on the camshaft belt.

Would that cause the carbon build-up on cylinders 1 and 4 though?
