what should a h22 ek hatch run? 15 flat?

what should a h22 ek hatch run? 15 flat?
i know a guy selling an ek hatch that has a full h22 swap. it has full exhuast and intake- header the car only runs 15 flat? i know that doesnt sound right what should it run?

yeah i so understand that but a 15 flat?????? and this guys has drove the car for about 1/2yeah more than once at the track?
