It's called header wrap. It keeps the heat within the header so that the engine bay (engine) doesn't get hot. Too hot of an engine decreases performance.

its also supposed to increase the volocity of the exhaust.

Oh, really? I never knew that! The hotter the exhaust chamber, the more rapidly the exhaust gases move? Is that the concept?

Is that because moisture gets inside and corrodes them more quickly?

I would think the opposite occurs. The higher temps causes the welds to crack.

I would think it would not affect the better made headers though. But that's just a guess.

Would a dc header be able to withstand the heat fine? id love to use some cause i think it'd really cool down the temps of my engine bay
or is there a better way to cool dwn the temp of the engine bay?

Its a fact. Also its not going to hurt a stainless header but it might cause ceramic headers to crack due to them getting too hot.

What does where you live have anything to do with whether they are going to last?

A vented hood also helps to decrease under-hood engine temperatures.

I have a stainless DC that has had header wrap for 5 years and 40k miles (about 500 of which were on the race track). I don't know how I could get it hotter than WOT down the front straight on a 100 degree summer day, and no problems so far. Mild steel headers or turbo setups may fare worse...

the more humid the worst. Humidity gets suck in between and starts to rust it out. Miami very humid Utah not so humid.

There is a cool down lap. It helps a lot.

Why do you think it isn't right?

Molecule move around more rapidly as they are heated.

Just curious why you argue against it.

if you questioning keeping the exhaust gases hot then the reasoing is simple, as soon as the exhaust exits the head at a high velocity it immediately starts to cool, when gases cool the shrink and take up less space. hence the exhaust gases now have more room so the volcity drops because now the area hasn't changed.

if you can keep the gases neear the head hot the will move away quicker , helping with scavenging of the cylinder and creats less back presure.

edit: its especially helpfull for a turbo car.. god damn my manifold was one large head sink , it killed under hood temps, after i wraped my underhood temps went down and i noticed and increase in spool time
