DIY 2 step rev limiter?

DIY 2 step rev limiter?
Ive searched and found nothing. Is there a way to make your own 2 step rather then buying an expensive MSD one?
Im taking electrical eng. there has to be a way to control the revs with a switch under the pedal and a potentiometer(resistance) to adjust the output to the ecu?
Thoughts?
