is your oil level good?
was the engine warmed up?
does the speedo work?
do you have another ECU to try?

if you answered yes to all of those then i can't help you.

oil is good.
engine was warmed up because vtec clicked on in 1st gear.
speedo does not work below 10mph.
I only have two none vtec ecu's.

Check your RPM and speed on the cluster maybe that small pin is off or something. I got mine the same problem, after I fix the RPM pin, then vtec works fine....

To check your rpm, turn on the key but not starting and make sure the rpm pin is still on 0. well....that's the problem i have when my vtec don't work... hope this help..
