Default carb legality to "second" owner of GReddy turbo??

I've heard a rumor that the CARB legality of the GReddy turbo is <U>only</U> applicable to the original buyer.

Does anybody know if this is true or not?!

Does the system come with any labels attached to items that are part of the kit? In other words, does the turbo it's self have an attached label?

I don't think it matters. I bought a Greddy Turbo kit not to long ago that didn't have the CARB sticker and the shop that I ordered it from just ordered one. The sticker just has the E.O number and the turbo kit type on it but no particular serial numbers or anything. As long as you have that CARB sticker then you should be fine.
