Default idle surge!!! need help

my b16 has a small idle surge from 1,100 to 1,400 rpm im running out of ideas to fix it. I have no codes i looked at the wiring its all good, i looked at the (fitv) and i screwed in the white plastic ring thing and that did not fix it eather i got all the air out of the coolant lines i think. all i know is the iacv past the batery test but when the car is on the idle doesnt change any when i unplug the harness in the back of it but the idle goes from the 1,100 to 1,400rpm surge to a perfect 2,100 rpm idle when i disconect the tps if that means anything. anymore thoughts welcome.

you prolly need to reset the idle.
the idle with the iacv unplugged should be more like 600 rpms.

clean out the tb, take out the idle screw and clean in there, take out the iacv and clean .
reset idle to 600 rpms with iacv unplugged.
