failed smog, look!!!

CO2 14.6, 02 0.0, HC MAX 56 MEAS 79, CO MAX 0.53 MEAS 0.41, NO MAX 754 MEAS 134
I need help analyzing this chart. I searched the other topics and didnt see anybody that failed the hc and co but passed the no. I ordered a new cat and o2 sensor so im guessing that should fix the problem because i didnt fail by too much. SMog in CA sucks
Engine is a b20vtec
b20b stock bottom end
Gsr head with ctr cams
aprox. 10:1 compression
intake cam gear 0 degrees
Exhaust cam 3 degrees advanced
Ignition timing 13 degrees, ( I need to raise it to at least 14 to pass) what effect do you thing this will have?
that was ran on 91 octane, im gonna try 87 to see what happens.
what do you guys think?
