exhaust pipe on 99 hatch

A Muffler. the exhaust at the end of your exhaust, the actuall exhausting part of your system. just the muffler, will it add or take away hp. I've heard by some pretty stupid people that it takes away and I am almost beleiving it I hear it so often.
how hard is it to install on a 99 civic hatch. I asked someone and they said there is alot of 'custom' work to be done.
