You can really go very wrong with changing the ride height of an EP3.
When you lower the car, you are going to introduce negative camber on the rear and positive camber on the front. This makes for less than ideal handling in a corner, even if the spring rates try to make up for it.
A no-brainer solution that a lot of us have settled on around my part of the world is the Mugen Sport Suspension. It is non-adjustable for height. It lowers the car to a set position that Mugen knows will work without causing a problem. Within the budget you've specified, you could buy the Mugen SS and a DC5 ITR rear swaybar.
The combination of the Mugen SS and rear Type R sway bar makes a nice handling change.
As you get to know the car more, you might still look for some camber changes to give you more in the front and less in the rear.
I hear that Omnipower is finally close to releasing its kits for the EP3. They will be height adjustable and will include camber adjusters so you can fix the camber as you raise or lower the car. Anything from Omnipower is likely to be a good buy compared to what else is offered, but it's not available yet.
If you're ready to move right now, then the Mugen SS is probably the no-brainer solution for a novice. IMHO.
