compression is low on one cylinder....#2 is 150 psi
I did a compression test on my 99 gsr hatch and it is #1-200 psi, #2-150psi, #3-210psi, #4-200psi. I think #1 is closest to timing belt and so on. Before this test my radiator hose cracked and all my fluid went out. The engine was overheating for 30 minutes. I fixed the problem. Anyways, do you guys think it is my piston rings or my head gasket? If rings, should I replace just the rings? If head gasket, should I replace it with an aftermarket HG?
If it got that hot, head/head gasket is the place to look. Only a teardown and close inspection will reveal the exact problem. Make sure to check the head and deck for warping with a straight edge and feeler gauge. Or if you don't have access to that, have a good machine shop check it out.

more than likely head gasket, but you might have some valves not seating right in that cylinder.. I would do a leak down to make sure, if you have no access to a leak down tester, have a shop do it.....Or you could just drive around like normal, if it starts heating up and giving you starting trouble its your HG; if not then more than likely its your valves not your piston rings....Also check under your oil cap for choclate= water/coolant mixed..
