Car is Bucking acting harsh when I left off the gas...

Car is Bucking acting harsh when I left off the gas...
I cleaned the IAC and the ecu was reset...i drove the car for about 30 min last night and 20 min today...driving back the light came back on and my problem comes back..Code 14
My car bucks around when I let off the throttle at any rpm in any gear...it bucks more so when its in the lower rpms although...
Also, if I turn off the car and turn it back on the problem goes away for a little bit, but it of course comes back.
What do you guys think is going on?
SUGGESTIONS NEEDED....
Car is a 00 Civic si with a b18c1 with a b16a2 tranny with a b16 ecu
