I sure hope you have some good gas up there.

Your compression is going to be through the roof with CTR pistons, not to mention the overall piston design of the PCT's is inferior to say a P30.

I recommend using P30 pistons, and milling the head to achieve your desired compression ratio.

Crower Titanium Retainers
Crower Dual Valve Springs
Big bore throttlebody <--- what intake manifold will you use
Ported & Polished

AEM FPR <--- waste of money

B18a block
Balanced and blueprinted <--- waste of money
Knife edged & micropolished crank <--- waste of money
CTR pistons
Shot-peened rods <--- waste of money, but make sure to get new rod bolts
New oil-pump, waterpump and t-belt
Lightened flywheel
DC Sports 4-2-1 header <--- wrong header collector too small
Greddy Midpipe
UltraFlow exhaust
J1 tranny with ACT clutch and PP

You also forgot:

New head studs (GSR)
Vtec oil supply kit (you can either make it or use GE's)
LS Headgasket
Stepped dowel pins

Do you think this is from a bad head gasket?

If an AEM FPR is a waste of money, what would be better?

More likely you just need to replace the cam seal.

or it could be the Vtec solenoid gasket, JDM B16A VTEC solenoid uses the 91 NSX P/N 15825-PR3-005

Why do you need to upgrade? What's wrong with the stock one?

I don't think the FPR is a waste. . .especially if you don't have bigger injectors and an AFC that can balance out a rich mixture.
