I don't think it would be the IACV because it runs fine with the other ECU.
What motor is in the car now and what OBD-1 ECU are you using to run it? Is the ECU already socketed/running a bin file or are you running off of the stock ECU?

running a 96 gsr motor in a 97 ek. Ran with a stock 92-93 gsr ecu
