That is another reason why! I might pay the extra cash and get usdm. But we'll see. I can't get in trouble for having a usdm h22 in my car right?

a jdm motor can pass smog and be BAR certified as long as it is newer or the same year as your car, and you model your setup like a USDM model. For example, a bunch of people who have 92 Civic hatchbacks would want to swap in a gsr motor, so they would run the same emissions equipment, sensors, etc as a 94 or 95 Integra GSR, since it is also obd1. If you want a b16, you make it match the emissions/vacuum diagrams for a Del Sol VTEC 92-95 (obd1). However, if you had a 96 Civic and wanted a b16, you would need to mirror the setup of a 99-00 Civic Si (obd2).
I am pretty sure that you could do the same with an H22, you would just have to make sure your engine bay looks exactly like a prelude and make sure the motor is from the same or newer year. The only no-nos that never pass BAR inspections are lsvtec or b20vtec, or even an entire b20 (because you can't BAR a car as an SUV).
These should help a little:
