OK, who in CA (the state, not Canada) has a personalized plate on their car AND is financing it, NOT leasing. People are telling me that I have to get the company owner/lessor to sign off on a DMV form because I'm not yet the owner of the car until all the payments are made. I knew that you have to do that for leased cars, but I'm not leasing it.

So, if you are making payments on your car and not leasing it and have a personalized plate, tell me what steps you took. Thanks.
