how much play should the timing belt have on the long side (exhaust cam )? i was looking at it with the motor idling and i could see it flapping a bit. should it be really tight when i push on it or is a little play normal?

just went out and retightened it according to helms, still flaps around. should both sides of the belt have the same slack? when i look at the intake side it doesnt move around at all, should the exhaust side be this tight as well?

yes.
i like to put the same amount of tension on all three sides of the belt.....
(little to zero deflection)
