if you're thinking about painting your car, you really should use primer first....highly recommended!

Did you even read his post???
On to the thread starter: I would say yes on scuffing the lip and then priming it before paint. The paint will stick better and it will turn out a whole lot better in the end.

are you going to paint it yourself?
if its black color, you shouldn't worry about color matching. You should first scuff the surface with scuffing pad, apply primer(preferably mixed with a little basecoat black) wait to dry completely....sand down primer with 800 grid paper(by hand or DA). apply first coat of black(lightly) wait for paint to flush...apply heavier(but dont run) second coat...wait for paint to dry, then apply 2-3 coats of clear(make sure you reduce it first with ether, but not too thin or it'll run)...Dont use cheap clear...I prefer PPG myself. Wet sand after to get rid of orange peel.
If not doing it yourself take it to the shop and have them proffesionally do the job.
and if it is black in color you can paint the kit before you put it on the car(cheaper) Any other color you need to color match to your cars paint
