Butterfly Effect?

Ok so im doing the h swap and just as i thought everything sorted out I have a new worry. I work at an acura dealership and one of the technicians tells me that the jdm h22 has a bad butterfly problem in the intake manifold. All he said it malfunctions constantly and results in really bad low end performance and causes vtec to not gain full power. Has anyone heard about anything like this before and if so is there a way to fix it besides getting a new manifold from skunk2 or something?
not to mention, if they do fail, they fail in the open position...this means that the low end may suffer in the slightest bit, but not noticeably (i don't have them hooked up and don't notice any kind of low end driveability issues)...
furthermore, the technician contradicted himself with what he is saying...he's basically saying that they fail (and when they do they stay open)...this hurts the low end only, as the butterfly is supposed to be closed before vtec to gain low end tourque...vtec would not be altered, as they would have to stay closed during vtecs engagement to hurt the performance in vtec...this guy doesn't know what he's talking about...
