I suspect that even your selection of 17 x 7.5" rims are going to be close to rubbing at zero (0) offset. Consider this; the '97 SE comes from Honda with a 5 spoke alloy 15 x 6.0" rim. With this combined with a 205/60x15 tire you've got 1/2 (0.5) inch clearence to the rear veticle link and the tire comes within 1.25" of the fender.
If I were bound and determined to put rims on my ride I would ask questions (just as you have) but I'd also look at some of the online tire wheel vendors. They offer +plus size programs which they know from experience will not only fit but work.
I'd recommend you look at these guys:

it'll be VERY tight fit if you're running 0 camber

i was running 17x7.5 +40 offset before...and with slight negative camber it was very close to rubbing the fender...+38 offset will push the wheel out to the fender a little more as well so that's not helping you with the problem any

What would be a good offset to use i looked at rims sites and they have rims for the 1996 Accord that range from +38 to +42 and mabey more.
I dont want to buy some rim's that wont fit or will always rub i dont plan on lowering the car it wil have the stock spring's.

Thanks for the help everyone.
