RPM Fluxate Problem

Ok here's the problem. At idle the car is fine. While driving the car is fine usually. In some cases the car bogs (usually at lower rpms between 2-3000 rpms). When I'm at idle and hold on the gas pedal in neutral, the rpm fluxates. For example, if I hold the gas pedal to 3500 rpm. The car will hold it there and then drop to 2000rpm and go back up to 3500rpm and drop and so on. This problem only happens when I'm in neutral and I think this is the cause of the bogging when I drive but it's not a big problem while driving.
What can it be? Someone said it could be my distributor? A while back right when the bogging was really bad I took it to a shop and they told me my timing was off so they adjusted it. A couple weeks later the bogging came back but slowly. Since the timing is all adjusted through the adjusting the distributor do you think this might be the problem? Replacing my distributor? Any advice would help. Thanks in advance.
