are u using an oem dizzy or aftermarket? aftermarket tend not to advance as far. u need to to get an air grinder and cut off the tabs so u can turn it more.
what tabs?
even if i drilled the slots , those few millimeters probably would be enough space to get it up to 18 degrees
its not really an aftermarket dizzy, its an 88-91 si , granted its not the one the went with the engine (d16y8) but it still works and its got the matching computer (pm6)
im pretty sure its not off by a tooth because its been in-time before not just on one occasion, and a timing belt cant slip like a serpantine drive belt will
if i could just get it to reset itself to 16 degrees tdc without adjusting the distributor , i would be fine

if it was off a tooth it wold probably be only 10-12 degrees max i had that problem, i think the most i could get out of it was 12 degrees with slotting the dizzy more, thats what i would do if you need a little more adjustment, take a dremel and slot the holesbigger, also you can slot the hole in the rotor and get a degree or 2 that way
well i agree that you might be off a tooth, but the only way to change timing that much is to get an adjustable cam pulley. that will let you set the pulley to a certain degree forward or back, and then you can set your distributor to fine tune it where you want.. but.. why so much advance?? advance doesnt just = free power..
not 100% sure, heck more like 20%... so just a guess...
doesn't 91si have the radio/interrupt bareel gizmo mounted to the fire wall, while older ones had it on the dizzy? So therefore you now don't have one of those attached?
Just thinking maybe the lack of that 'thing' makes the signal get there a few milliseconds early, therefore throwing ignition timing off by a few degrees?
(i'm wondering cuz i now have the opposite problem of you, i have 2 of them now (opposite change out as you), and my timing is right, but the ignition timing just barely can be set to factory spec)

No, you can't trick the ECU. Just fix the problem.
I would TDC the motor and make sure the crank pulley is on right. I've seen them forced on smashing the keyway to ****. I've seen them on wrong with no key. Make sure you're using the right marks on the pulley to set timing.
I'm a bit new to the OBD0 motors, but I had a similar problem when I put a SOHC ZC vtec into my 93 DX. I had to reuse the DX distributer. It fit, but it didn't have enough timing adjustment so I had to get a EX distributer. So maybe it's the wrong distributer?
