Default B18c1 swap into civic only revs to 1500 and then bounces NEED HELP

I swapped 96 usdm gsr into my 99 civic ex and fired it up for the first time last night. It was my first swap so im sure im just missing something, but the car revs to 1500 and then starts to bounce like it is hittting a limiter. if you give it enough gas it will eventually rev on up and it seems to be fine after that. I havent been able to drive it yet or rev past 4k rpms. I also dont have any o2 sensors in cause im using the gsr manifold but i should get my ls header today, could this be my problem. One more thing the wiring harness im using came off a 2000 civic ex(which is what i got the motor out of) he had already cut and extended most of the wires so i used it but it doesnt have two sensor plugs. It is missing the one that runs down by the alternator, and the one that runs to the powersteering line behind the intake manifold. Should i just use my stock harness which is uncut and extend the wires on it? Thanks for any help and suggestions.

Check your dizzy. Sounds like you have the same issue that I had. It was my dizzy. If any of your friends have one that works then try it. Good luck yo

What ECU are you using.....Dizzy or Crank Angle sensor? maybe?

im using p72 ecu, i switched around two sensors under the distributor and it started running right, i then took it off jack stands but before i did the harness had two wires loose and i hooked them to a plug to plug to the sensor by the alternator(cause my harness doesnt have a plug for that). when i started to drive it it had the problem again, so i cut off the engine and pulled the plug when i started it back up the car was fixed. i then drove around the block maybe 5min. and coming up my drive way it started again once i got the car stopped i cut it off then back on and the problem was fixed again.
