Default B16a turbo/uberdata problem

Hey I just needed a little insight here...
The setup
Built b16a
Turbo
rc440's
Very conservative base map.

when I start the car it will idle around 300-400 rpm, but I have to be giving around 15% throttle.

Throttle response is extremely slow and it wont go past 1200. The ecu is throwing a 1 and 23 which is the o2 and knock.

I have a wide band which the low voltage is going to the ecu and I turned the heater core off in uberdata.

I adjusted the distributor timing fully retarded and the car wont start, if I advance it all the way the car runs alot better but still no where near where it should.

I swapped wiring harness and tried different ecu's.

Do you think it could be the base map giving it to much fuel which is causing the issue? I plan on re-burning another map once I get home from work. any input would be nice
Thanks in advanced.

I’m at work and don’t have the bin with me now, but I set it up to run 440's and the basic recommendations from uberdata.

I forgot to mention that I have a Wideband as well, and it was reading 10-11 when the timing was fully advanced.

set the timing to stock and leave it there (you can even set it a couple degrees retarted since your turbo)

i dont kno too much about the uberdata stuff, but i have done some tuning on my aem..my car would do the same thing, except the reason was it didnt have "enough" gas...especially if the car is cold, the car needs alot of gas to start and warm up..i had to hold the gas like u to keep the car on...good luck
