That is the dashpot. It is an air valve that on sudden throttle plate closing (such as shifting or anytime the throttle is suddenly released) slows the plate rather than instantly shutting it. You can do without it, but may see sudden jerks of deceloration without it.

So for use guys with it screwed closed, where should it connect to?

Dashpot. It does what Andy R said that it does, just regulates the throttle when you let off the gas. First gen B16A's had one or two of them, depending on the car they came in.
CRX SiR's had one, Integra XSi's had two. My brother and I both have B16's, and we both removed ours.
EDIT: That first pic is of an Integra B16A, you can see the second dashpot beside the circled one.
