Default Milled head questions (H23 milled 4 thousandths)

Already searched.. and I determined that this doesn't seem like much milling(was just cleaning it up - I'm rebuilding a motor that had a cracked head for my 95 Prelude)..

My questions:
1) even with this small amount, will timing be affected in any significant way?
2) will this alter valve to piston clearance enough to where I have to change anything?
3) can OEM headgasket, timing belt, cam gears, manual tensioner, etc be used with no ill effects?

Thanks for your help, this is my first full rebuild of a motor and I'm learning as we go..

.004" is next to nothing. It'll retard the ignition timing a slight bit and the cam timing too but nothing that I'd worry about. You should be able to adjust the hell out of the cams and never get anywhere near the pistons. The stock cams are very mild IMO.
