If you're going to sleeve it, why not just buy a new bare block for 50 bucks?

Absolutely. If he's sleeving he doesn't need a perfect block. I helped a friend nab a C1 block for 40 bucks with cracked sleeves at the top. No rotating assy., no oil pump, water pump, etc, etc, but it was perfectly fine for sleeving.
