how do i determine the specs of a turbo?

how much power can this turbo put out?
i got this turbo sittin in my garage and i dont know how much power it is capable of, and i was wondering if i can get some help. 
it's a garrett t3/to4b turbo.
t3 turbine A/R .48
to4b compressor A/R 0.60, trim 63
i was hoping to put out about 400hps, but i think the turbine side might be too small, i was also wondering if there's a place around the bay area that can upgrade the turbine side for me to a A/R .63 i guess? thx guys
