Default 92 Prelude running lean after swapping in 2001 H22 motor

I have a 92 Prelude with a 2001 H22 swap, all stock with less than 30,000 miles. I used the factory harness of the H23 and ran the 3 wires for vtec. I installed OBD1 H22 injectors and a P13. I noticed that the car was weak on power and sluggish in vtec. I put my wideband on it and if you cold start it, it starts at an 18:1 afr and will not richen up until it warms up enough for the computer to start using the O2 sensor for feedback and then it richens up the mixture. I can then take the car out driving and if I floor the pedal, it will run 14 or 15:1 afr and never gets any richer. I have 42psi of fuel pressure at the rail and 55 when vaccuum hose is taken off the regulator. I decided to see what the afr would look like with the H23 p14 computer in. I was thinking possibly the injectors were the wrong ones. The H23 started up cold at 10:1 afr and when the gas pedal is floored, its also 10:1 or richer, which is what I was expecting.
These computers are throwing an egr code after about 5 minutes of driving.

I have now swapped in a chipped P28 running crome. I downloaded an H22 base map for OBD1 345 injectors and tried starting the car. I barely got it started and it was at an 22:1 afr. I then started adding fuel in the high vaccuum and low rpm areas and after adding about 40% fuel it got close to 14.7:1. I then went to drive the car and the other areas of the map are pretty rich mid range and a little rich in high rpms and vtec. This map usually runs preludes a little lean but not this car. Plugs are indicating the same thing as the wideband and timing looks good. No one else has complained of lean idle conditions with this map or had to add so much fuel to get it to start.

My question is can anyone explain why the car is running lean on the P13? Could a stuck open egr valve have something to do with it? Could that possibly be why the P28 took so much fuel to start and idle, but was rich in other areas? I have checked the vaccuum lines on the egr and everything is right, I checked them 5 times to be sure. The wiring is the stock H23 motor harness. Sorry for the long post, but I wanted to explain the situation. Thanks for any insight you might have.

I'm still thinkin it's wrong injectors.

What color are they?

I have gotten 2 sets of injectors from 2 different guys with preludes. They all look the same. They have brownish tips and have a white marking on the side. I would think that if they were the wrong injectors, the H23 would not run the car so rich and the p28 map would not have been a little rich in every area but idle. That would explain why the P13 map was running lean though.

every set of h22 obd1 injectors i have seen are green tips.
