Default GSR Electrical Problem... I need the mad scientists opinion

I have a 95 integra gsr... To make a long story short, the harness that runs behind the dash board and goes to the ECU and fuse boxes burnt up. I replaced the entire harness, main relay, fuel pump, ECU, and all the relays that are buy the fuse box. All the problems that were happening were the lights were stuck on the window wouldnt roll down and numerous other things.. Since i replaced everything everything works fine except the car wont start LOL. I dont think the fuel pump is turning on. Since i had replaced all of those things what else controls the fuel pump. Any suggestions.. the car turns over strong just not starting

will the car turn over ? if not do you get dash lights with the key on?

If it is just the fuel pump then hardwire the damn thing.
