the upper cable might be bent , put a new heater **** try turning it very very slow see if that helps if not you might have to replace upper cable and possibly you might have damage in heater control wheel syncronization , also disconnect cable at heater valve and see if you can open and close valve manually

the heater valve is in the egine compart at firewall , if you look at firewall midsection there are 2 hoses coming out the valve is where the cable gets hooked to just disconnect cable and see if you can turn **** do not replace valve unless you cannot open or close by hand if valve is free valve is ok .. i think the problem lies with top cable and heater control that takes a bit of work to replace ,, you need to remove center console, radio, unplug switches to access all the scres to remove instument cluster and ulimatelly remove heater control if you are not very mechanically inclined it might not be a task for you and if you plan on doing it i would suggest you buy a service manual ,, a honda service manual even tho i can walk you through it it would be much easier and time wise for you to look at pictures as you do the job

These should help out if you want to remove your center counsole... i think (but not positive) i know what desert is talking about regarding the upper cable ... my temperature **** used to get stuck like yours did... i just took out the counsole and inspected the cable.. it seemed to have slipped out of its clamp/bracket, located after you take out temperature control panel screwwed into the ceiling of that compartment, kinda looks likes this (sorry im no artist)
(not sure what to call it, but a very simple screw in thing that held the wire tight)
i could tell it slipped out becuase there was an indentation on the plastic sleeve covering the cable.. when i looked at it i notice that it was not in the same spot

so all i did was adjust/Pulled the cable so it was in the same place where the mark lined up with the clamp.. screwwed it down firmly and put everything back together
.. after that tryed the ****.. works fine now..

Hope these can help out a bit to get the center counsole out

You should be able to pick up a manual at any local bookstore.

what bents the upper cable is when people turn the heater **** really fast one way or the other //you have to turn **** real slow ...there are 2 gears on back of **** that are mashed and if you tirn **** too fast they can get out if sync as well

This girl used to always crank it hella fast all the time when she got in the car bitching about how it was cold.

No manuals cover just one year. They cover the whole generation (cars with the same body, engines, etc.). My **** used to do that too. After cracking a couple of them I learned that you can turn it about half way, then you start feeling resistance. You must stop turning it, let it sit for a couple of seconds, then you should be able to turn it the rest of the way. If you force it, you will crack the ****.
