Check the basic guide.
The code is 12 which is a EGR lift sensor. My guess would be its either faulty wiring (unplugged/loose connections) or a clogged egr.

A clogged or malfunctioning EGR will not allow u to pass emissions. U will have an excessive amount of NOx. My 90 accord was the same. I forgot where its located its prob somwhere on the intake manifold. I dunno ill check on my 92 tomorrow to see where its at and get back to u on it.

Basically the EGR is a Exhaust Gas Recirculating valve...it recirculates exhaust gases back into the manifold to be 'reburnt'. This lowers emissions and if it isn't functioning properly your car will not operate properly.

#17 is the egr

No its number 17 is the actual egr. Take it off and clean it up and you might also want to clean out the egr ports on the intake manifold while you're in there. Here is a link for that:

I am not saying this IS the problem but it could be from what you're describing and code 12 is the egr. It could also be something simple like a vacuum line disconected as well.

i see what your saying. sometimes the car wont start. not all the time but sometimes. can this be causing that also/? i was thinking it was going to be the distrubutor.
Fixed The Problem. It Was A Tube That Went To The EGR. It Was Lose With A Screw In It. Why Is That? The Came Like This When I First Got The Car And The Guy Used To Race It. Would The Screw In The Tube Make It Faster Or Something Else?
Yes, it may be one or ten HP added but the EGR dilutes the air fuel mixture and robbs power, although very little. I believe that the EGR is not supposed to open when you have wide open throttle anyways but this may be OBD II technology???
