did you use a bulb in that lamp that you know has a working high beam??
do you have a test light or a volt meter?? check with one of these at the harness connecter to the bulb.

yeah I checked with a bulb I know works.. I was getting ready to run out and get a test light. but if its getting power to the low beam wouldnt it get power to the high beam? this wiring **** confusses the **** outta me
no because it runs through different wires. did you check all headlight fuses?? the low and high beams cause they are different fuses
Might be a connection problem with your headlight harness. Pull it off and see if its burnt or anything like that. My passenger side bulb went out and on the way to buy new bulbs it melted the driverside harness giving me a crappy connection.
I would have to pop the hood and push the harness all the way back on.
I got tired of doing this so I pulled the harness off the bulb, broke off all the melted plastic pieces, and resoldered the wires. Then I took a crimper and tightened each of the 3 pieces that slide over the bulb. Then I slid each wire back onto the bulb. Vola! Now it works again.
If its not the harness it might be a short somewhere else in the wire. Check the harness, and if everything seems like its in good working order, trace the wires to see if you can find a cut or something in the wire.
edit: Are both the passenger and driver side highbeams on different fuses? If they're on the same fuse and the driverside works, then it shouldn't be the fuse.
